Council membership is by application and scope. A council member is not an automatic certification authority; certification decisions follow the governed evaluation.
The role, precisely
A working body, not an honorary one.
Council members author, review and steward governed standards in their own field. Membership is not itself a certification authority, and it does not make anyone's opinion the standard — the standard is what survived being written down, reviewed and tested.

Structured work turning how you read your field's hard cases into a standard with scope, coverage and boundaries. Your attribution is attached at this point and stays attached.
Review
Before it governs anything
You review how the judgment was written and the scenarios it will be tested against — including whether the edge cases are the real ones. Nothing is attributed to you that you have not seen.
Stewardship
As the conditions move
A rule changes, a market turns, a new failure mode appears. You decide what that means for the standard and whether a version has to be revalidated. Ongoing, and compensated as part of the agreement.
What you get for it
Permanent attribution on every version of the standard you authored, permissioned control over reuse outside the agreed scope, and economic participation through the Expert Value Framework under the applicable agreement. The organisation that adopts it keeps the capability; you keep the credit.
